What the regulation requires
- A person may not drive a commercial motor vehicle unless they have completed and furnished the employing carrier with an application for employment on a form the carrier supplies, completed and signed by the applicant.

- That application must list every address the applicant has lived at during the 3 years before it is submitted, every motor vehicle accident in those 3 years with its date, nature and any fatalities or injuries, and every conviction or bond forfeiture for a motor vehicle law violation other than parking in the same period.

- Within 30 days of the date a driver's employment begins, the carrier must make an inquiry to each State where that driver held a licence or permit during the preceding 3 years, to obtain their 3-year driving history.

- Separately, the carrier must investigate the driver's safety performance history with Department of Transportation regulated employers during the preceding three years.
